The Obama Administrations Economic stimulus package will have a major impact on the wind and biofuels industries.

A webinar, “Four Primary Ways the Stimulus Bill Will Impact the U.S. Wind and Biofuels Industries" will be presented by three Stoel Rives attorneys on Tuesday, April 14, 2 p.m. central.

Speakers will be Greg Jenner and Graham Noyes.

  • Stimulus Grants and the DOE Loan Guarantee Program - the Administration has provided $2.5 billion in grants for R&D and Demonstration projects; expanded the Loan Guarantee Program by $6 billion; as well as promised to streamline the application processes and speed the release of funds to biofuels plants and other projects under these programs.

  • The Production Tax Credit vs. the Investment Tax Credit - review of the varying incentive programs available for wind energy projects.

  • Grants In Lieu of Tax Credits - consideration of when grants will provide the highest value for projects.

  • The Pending Smart Grid and how this is likely to impact the rapidly growing but transmission constrained wind industry in the US.

Gregory F. Jenner

Gregory F. Jenner

Greg is a member of the firm practicing in its Tax Section.

He previously served as Acting Assistant and Deputy Assistant Secretary of the Treasury for Tax Policy from 2002-2004.

He has broad experience in virtually all Federal tax matters, with particular focus on planning and implementing complex tax-related transactions, partnerships and joint ventures, and mergers and acquisitions.

He has worked extensively on energy-and insurance-related tax issues, and has successfully represented taxpayers in Federal and state tax controversies, in both audit and litigation.

He received his J.D., cum laude, from New York University School of Law, and his B.S. from Portland State University.

Graham Noyes

Graham Noyes

Graham is a licensed attorney in California and Washington D.C. whose practice is part of the Renewable Energy Initiative at the law firm of Stoel Rives, one of the nation's leading energy law firms.

Graham's practice includes financing and transactional work pertaining to renewable and conventional energy businesses; power purchase agreements; and specialized work in the area of biofuels including Low Carbon Fuel Programs and the Renewable Fuel Standard.

Prior to joining Stoel Rives, Graham worked on the commercial side of the renewable energy industry for eight years.

Graham was Vice President of Sales and Business Development for Imperium Renewables Inc., the largest biodiesel plant in the US.

At Imperium, Graham negotiated large volume biodiesel supply agreements for power generation applications with Constellation Energy and Hawaiian Electric Company.

Prior to Imperium, Graham was Vice President of Sales for World Energy Alternatives LLC.

World Energy, a leading international biodiesel distributor, was co-recipient of the Platts' Downstream Energy Business of the Year Global Energy Award in 2005.

Graham was formerly Secretary of the Governing Board of the National Biodiesel Board.

Graham graduated from the University of Virginia with a B.A. with distinction in Political and Social Thought.

He received his J.D. from the University of California at Davis.
